Beloved of my Heart: 

By the use of what is ordinarily termed "free will", mankind has drawn itself into the dense vibratory action in which they function today. As the cycle has closed and the dawn of the New Day is already seen over the horizon, the Spiritual Hierarchy dedicated themselves to the task of raising the mankind of this Planet into the next step of their evolution, seeking earnestly and constantly for the cooperative efforts of the members of the race to unite their consciousness and the pressure of their feeling world to the Cause. 

When an Ascended Master, such as Saint Germain, who is the reigning king for this cycle, determines to present the Law of Life to the people of the planet, he is limited in his expression by the response of the people, by the merit they have drawn and accumulated and by the bounds of the Cosmic Law. 

When an unascended being, however, who is still a member of that human race, issues a fiat for mankind's freedom and exercises his prerogative of invocation, he is not bound in any respect and can effect a more tremendous motion in the Inner Realms than any of the graduated members of the Hierarchy... because this is mankind's responsibility! Therefore, to find incarnate lifestreams willing to bombard Heaven in the name of a free people is to secure the most tremendous assistance for the evolution of the planet and her people. When I say "bombard" I do not indicate a shouting attitude, but the pressure of feeling behind a Decree, Invocation, rendition of song, etc. Heaven, Earth and the Elemental Kingdom cannot deny the God Authority vested in a member of the race who chooses to apply for dispensations and radiation to assist all humankind into the next step on their evolutionary Pathway to that of the Ascended Master kingdom. 

If a lifestream chooses to enter into the All-Seeing Mind of God through his Christ Self, he can have revealed ways and means by which he can lose the most Divine Blessings from the Heart of Heaven, and once they are in motion, the Masters can amplify their extent and application beyond limit.
